Nations with Underwater Ability

MA Agartha and MA Shin cant build underwater PD, just checked. The whole point of this topic was to ask if there were any other nations like LA Jomon that have a surprise UD and units.

No other nation nation, really. The agartha olm will spawn units in cbm. The mother of monsters spawns sea dogs as I recall but thats more god oriented than nation.

Nothing comes to mind.
