To many rockets
The somali BM-21 Grad has 80 rockets but only 40 tubes.

What is the rule for the MRLs with onboard reload?
In the official OOBs, the following MRLs have only one load of ammo, effectively neglecting the onboard reload:

*In 00B #51 Slovakia, unit #146 (RM-70)
*In 00B #56 Angola, unit #583 (RM-70)
*In 00B #60 Croatia, unit #326 (M-96 Tajfun)
*In 00B #65 Finland, unit #551 (RM-70)
*In 00B #71 Indonesia, unit #187 (RM-70)

There are certainly some I missed, but the point is that the on-board reload is never taken into account (same thing in the off-map units).
Granted, in some cases like the Czechoslovakian 130mm M-51, the reload is manual and time-consuming, so a followup salvo the next turn is out of question.

I've made a note to review this in the fall but generally the ammo load for rocket launchers and SP rocket launchers is twice the ROF number which is exactly what every unit you mentioned that I tested at random had. If it has a ROF of 20 it will normally have two sets of 20 rockets, if the ROF is 8 it will be 2 sets of 8

( this explains it from the opposite way but it the result is the same)

That's the way we treat all RL's equally.
*If* a unit does carry a full set that can be reloaded very quickly a case could be made to alter those ammo loads depending on how fast they reload. Otherwise, buying an ammo truck and keeping it nearby simulates the added rockets

Hallo
Czechoslovak RM-51 have 32 tubes but it also have storage space for another 32 rockets in place under launcher. Reloading is however manual. RM-70 have 40 tubes and storage place for another 40 rockets placed ahead of launcher. There is autoloader which loads all rockets from storage place at the same time. Reloading is about 2 to 3 minutes.
