It is not. Numahr said he would look into fixing starting locations a while back. I PM'd him yesterday to see if he was still planning to do that. If there's no reply by this evening I'll just go ahead and start the game with random locations.

Yep. Uploaded it myself to see if I could figure out how to do it. (And guess, what I did! I'm so proud!
) Apparently no-one else has been stupid...erm... I mean original enough to use it in MP. (Not on the Llamaserver at least.)
