ms-dos version?
I'm thinking to buy an Android tablet later this year. Since there already seem to be working Dosbox-clones out there for Android:
Does WinSpmbt now really need Windows or would it be theoretically possible also to provide a Dos version with the same game mechanics like the Window version?
I guess not...but it would be just so cool to play WinSpmbt on a tablet. Perhaps in the future Wine gets ported to Android, then this might be a solution.

The hint is in the "Win"(dows) before the "SPMBT". The DOS version is long dead and gone.
You would need to wait for Wine for the thing.

Re: ms-dos version?
There's another solution, although it requires that your pc is running: Using of a remote desktop connection client on the android device. They also seem to support sound.

Re: ms-dos version?
Also you could hit E-Bay.
There's probably an old DOS version out there somewhere.
Of course it'd have zero support these days.

Re: ms-dos version?
Try Googling for the Dos Version, maybe some game site will have it, maybe not. There's no support for it. as Suhir said, we've all moved on.
