Boarding parties are especially effective with the proliferation of PPBs on PBW. Many people use armor instead of shields. Armor doesn't have to be knocked out before you can board a ship.

when i lived in texas, people drove around with gun racks in their pickup trucks. hell, when i visit norther california there are people who walk around with pistols slung.
I have often wanted to get a Ferret Armored Scout Car, or a US M20 (slighlty less available), but i just dont know what i would do with a tank
on topic though, there are (or were) some bugs with boarding parties in strategic combat, where ships would not try to board if they were facing different ship types (attack / defense / pop transport). on the other hand, i made frighteningly effective use of boarding escorts in a grit tech game, where there WERE no shields.
i only found out about the bug after i had wasted considerable resources researching and building them, and i thought i would be rolled over if they didnt work and my gambit didnt pay off. fortuneatly, circumstances smiled on me, and i was able to use them to effect. by choosing my battles, my opponent might not have even realized that they would not work in most circumstances, and i kept him on the defensive when he probably could have rolled over me if he mobilized his forces.
i wonder if thats been fixed in gold, i guess i will have to try using boarding ships again. say, do boarding torpedoes work now, like drones or fighters? i know boarding missiles never worked, and boarding fighters were not working pre-gold.
