There are 92 OOBs in the game: many are third world or unpopular countries that have received little attention and would profit from overhauls. Also note that issues dating back to WW2, such as the armor quality of german AFVs, are still being debated decades later: things like the armor of the Abrams won't be publicized for quite a long time.
