Question: is "luck" always "last in the queue to execute", so that everything is subject to it, please?

EDIT:
Sorry, question looks a bit dumb, now that I re-read and understand for example Paralyze isn't affected by Luck. OK, what is, or is not, or is that a big question?!

Does Luck not help you avoid something like a spell hitting you? Or truly does it only affect damage?
