No idea. For some reason it reminded me of the first game Command and Conquer where you could build SAM launcher inside the ground which would then pop up from the ground to attack the target and then go back inside the ground for protection. I am obviously not saying this is the case, just that it reminded me of that.
When I first saw it (the photo) it felt so strange as to ask here

I don't have an answer, but I guess any of your suggestions could be it. Thanks.
