I got a gameplay question:

I had two armies from two different provinces with orders to attack an enemy province. Only one army attacked. The other didn't attack, didn't move, didn't get attacked, didn't do anything. I rechecked, and the turn I sent did have Move orders from both provinces as it was supposed to.

So what reason is there for one of my two army not to move?
