I think that if you build a planet out of an asteroid belt, it will "inherit" the same conditions, but I could easily be wrong.
Nah, created planets have random conditions. I've seen good and optimal.
You could colonize asteroids in SE3, and they were always harsh conditions, I guess this is just a holdover
