There are some strange things in this map:

1) My amphibians, who have water movement 2, cant cross a province (meaning, they cant map move 2 under water).

2) the city icons dont seem to have any significance? No extra population and so on...

Movement through water is limited to one province/turn irrespective of map move, as I understand it.

More to it, speaking about it in the open could affect the balance of power. That said, if you come in private and offer us something (information, treaty, gift,...) then you may perhaps know...
