Soviet OT-34 carry capacity

In the Soviet OOB there are two different entries for OT-34 flame tank (with different ammo loadouts), but these have different carry capacities:

- Unit 015: carry capacity 0
- Unit 286: carry capacity 13

Being flame tanks, I presume that both of these should have carry capacity of 0.

They both should be zero and that has now been corrected as have the L6 Lanciafiamme's in the two Italian OOB's
