There are at least 4 cases when quickness is a viable buff. 1: the damage output is so high that quickness makes the thug kill his enemies before passing out. 2: you have enough reinvigoration anyways and the damage increase is enough to warrant it. 3: your thug has 0 enc, like a gargoyle or tartarian. 4: your thug is weilding a life draining weapon so the extra attack gives more fatigue back than it costs, for example the ageless Olm pretender can buff quickness, a thug weilding athames or wraith sword and so on. An sc buffing soul vortex works too.
