Regarding accuracy of weapons, it is determined in a rather straightforward manner based on the relationship between barrel length and weapon calibre. The exact formula is specified in the Mobhack manual.

So do not expect any adjustments for accuracy values of anti-tank rifles.

Personally, I have not had any troubles with hitting enemy vehicles with anti-tank rifles. And in the early war games they can sometimes be surprisingly effective in actually hurting their targets.
