How is that cheating? I play with my brother all the time on Starcraft against other people and they don't think it's cheating.
Also, no, the chance is not very high. I think most people, even with a family member, would honor your treaty and fight his/her brother/sister/friend if they wanted to.

it is not cheating if your taking over and doing a couple of turns for an empire you have a military alliance or partnership with because they are going to miss a few turns. But, After you have received permission from the Game Admin.
If your the game admin you must ask for permission from the players.
Accountablity must be prooven upfront.
To play 2 empires from the get go is a no no

do any of you have any siblings? i personally would play the alliance with my bro until i am strong enough, then declare war, turn his ships to scrap, conquer his homeworld and send him floating home in a cargo container...but thats just me.

I have a brother and we were playing together, not Online, but as soon as we met I "honored" our deal and declared war on my ally. However a few turns later signed a treaty and eventually partnered my old ally, sent in a few sun-destroyers and blew my brothers 3 main systems to slag.
Why you ask, because he made fun of my "smaller" fleets, because he had baseships and I was still using dreadnoughts.
