I was talking more to Quell actually. Candles in the water doesn't necessarily mean underwater nation.

Who else would have a use for, much less have, underwater candles? Especially considering the technological hurdles involved in their creation.

Yeah of course, but early in the game it's more likely that the dominion is coming from an underwater nation, especially if there's more that one water province with the dominion.
