Default Max Anger Change
I made some tests and noticed Max Positive Anger Change and Max Negative Anger Change aren't tenth of percents but full percents. Is this new information or have I just missed hearing about it?

New Treaty War := 100

Does this really work? I made a test where eight empires declared war to one empire and no change in happiness. Have I done something wrong or what?

Well, it does seem odd, but I have been too busy the past few days to even gaze longingly at the SEIV icon on my desktop, much less click it and play. So I haven't been able to experiment with what you have mentioned, so I haven't made any comments.

Remember that you cannot change happiness more in one turn then the Max Anger Change allows. How high was this number? Were there any positive changes (create a colony, troops, something else)? Were you watching the homeworld or a colony?
