Things I would change about that for P&N:
1) Make it ten-per-ship max.
2) Divide the stats by 10
2) Remove nomadic requirement.
3) Make it count as cargo (so the Pirate Civvie transports can use it too)
4) Swap minerals and organics cost. (Researchers are people too!

)
5) Reduce points generated. Maybe 5, then 8 and 10 can be given by applied research techs.
Normal players can use this too, but they'll be paying way more in maintenance while they have powerful planet-based facilities they could use instead. They'll probably stick them in the extra space on BSYs, or wherever there is room, and they won't cost too much maintenance.
