So how do I intercept enemy fleets?

I kept looking into this issue and I found out that an attack does not happen if you have at least one minister on for the attacking ship/fleet. Since I always turn the Resupply minister on (makes sense to automate this chore), it was not working for me.

I guess now I'll need to take care of Resupply myself until this is fixed. When the minister control is off, the attack order works.

By the way, the "Resupply" minister is listed as "Global" but my experience shows that it works like an "Individual Minister" -- it does not affect your ships unless you put them under minister control (the little fae icon).

Is this a bug?
