As was already said, lightning resistance is much more difficult to get than fire resistance. Besides, want cheap fire resistance, why not use Dragon Helmet? It gives 100% fire resistance, or it should, unless it has been downgraded to partial only, which can make it an attractive choice to free up a miscellaneous or hand slot for something more useful.
If copper plate only gave partial SR, it'd be almost completely worthless.

It's 50% now=) Still, the flame blasts you shoot are very nice, and it gives +1 protection too, at no encumbrance or defence penalty.

Just checked the MIQR, the helmet only gives 50% FR.

Seems ok to me.
The Copper Plate needs 100% to prevent it from being a suicide device.
Ring of Tamed Lightning is still good for anyone who wants shock protection but better body armor, and there are many better body armors.
