If you can maintain diplomatic contacts, you're vulnerable to intel.
I expect that the nomads would make contact normally, when one of their ships meets another player, and it would take the closing of all warppoints into that system to lose contact.
Now, THAT is doable with a map, you merely have a far-off corner system with a nomad's homeworld and a system grav-shield to prevent WP openings.
All their ships would start in the regular systems, and you could play from there on...
