 Are we setting Jotu to AI?  He's staled the last 4 turns, it's more beneficial to set him to AI.  Otherwise its easy pickings for his neighbors to gobble up his territories, and the few who are not his neighbor are not going to benefit from any free territory.  Tom might be coming back soon, and until we find a solution for Abysia, its pointless to change anything. As long as one person is stalling, the whole game is slowed down anyway.  The second nihilistic finds a sub though, we should AI Jotun.
