It's hardly worrysome; for one, the wand has a fairly specialty application, and won't come into play much (Gate/Summon Fire Elemental/Bull Rush takes three full turns to use - generally, you are better off just hitting the target with a Shilleag club for a few rounds). Moreover, to get a fire elemental that has a reasonable chance of bull rushing even a human wizard, he needs a medium elemental - which isn't available until Summon Nature's Ally IV, at level 7 (and the better fire elementals for bull rushing are large or better, at Summon Nature's Ally V, at level 9). Even further, just because he knows the word to activate it, doesn't mean he can do the full activation - most wands are "spell completion" and not "command word". Still further, most have a limited number of charges.
Of course you aren't worried.

It's not Gate - It's custom.
I'm the GM. I can do that.
(It also is usefull and useable for pushing enemies through - About the rest, I'm not commenting)

Perhaps I should have said PC, rather than character.
We could also do standard 3rd for now - match it by level, rather than by PC
