If I turn off of intelligence projects at the start of a new game; does the ai use intel points under Characteristics elsewhere?

I was going to do this myself but I thought this was a total cheat against the ai. And that would suck. Cheating myself of a good game.

No, they do not do so. They also do not lower their research characteristics on high tech starts. They have only on file each detailing how to spend racial points, and it only has settings for 2000, 3000, 5000 points, none for research-less and intel-less games. You could create empire files for every race you want in the game though. Load up their normal empire file, and edit it to lower the appropriate characterstics, spending the points elsewhere.
