muntiny too often
Its probably my own fault - giving the AI too
much of a bonus - but the SP game I'm playing
(turn 150) is becoming a pain.
I'm using the TDM AI's with high diff/med bonus
and despite 500k intel and level 3 defensive
measures I'm losing a ship almost every turn.
I stop about half the attacks and can live with
all the others but I think they're over using
the muntiny a bit.
Can I delete that section of the intel file
without causing any problems. Does the AI simply
choose an attack at random from the file?

Return the favour or start an invasion war that targets their intel planets - capture their intel planets and that should reduce it - other than that - intel them ie crew insurrection etc to get their ships. Apart from that cant think of much else.
Perhaps raise the cost of crew insurrection to 100000 intel points - this should slow em down.

Don't delete anything in the intel file because that could mess up the entire game but you may raise the tech level of the project to 10, which makes it unavailable.
Raising the cost the 100000 or higher will reduce the number of ships attacked but will also make it more difficult to stop the attacks.

In SE5 there should be counter intel for specific types of intel projects - might make it easier to stop or add another element to the intel part of the game.

I think this is not a good idea. It either turns this game into a guessing-game of luck if you can only stop one of two possible disasterous events, or adds to unnecessarey micromanagement if you have enough points and must distribute them to all types of counterintel every turn.
I do like better control over my empire, I do not mind micromangement, but there must be real decisions behind every mouseclick, not decisions that are either obvious or random.

The general idea of SE3, perhaps?
If the enemy is swamping you, there is the option of ignoring the spies and concentrating on the saboteurs.
Or letting sabotage happen while guarding your ultra-secret sunbuster technology to the death.
With moddable "concentration" categories, of course.
And division of points based on percentages, perhaps. Times racial bonuses in each Category, even.
