Does Ryleh and Atlantis have an unfair advantage?

What do you think? It's hard for the land-based nations to get to them until very late.

No. R'lyeh and Atlantis will be occupied in the [whiskybassmode=ON]

[whiskybassmode=OFF]

It's quite hard to take land provinces with underwater nations, and if you stay in water, you will get dominion murdered.
