Very good unit "snipers" in Campaigns Human vs Computer - Bug?
1937 Japan (Human) vs China (Computer)
It is received new unit - Snipers (2 men - 2 sniper rifle (!)).
Speed 8, instead of 7 as at usual "Snipers".
It is normal?!

There is one ( 1 ) "snipers" unit in the WW2 Japanese OOB and it is unit 67
Unit 67 has one ( 1 ) sniper rifle 4+4 handgrenades and 2 men with a speed of 7 which is what you show in the last screen shot.
I have no idea where you found a unit with 2 sniper rifles and a speed of 8.
There is a line in camogame.ini that looks like this
;Show unit and formation numbers (for debugging OOBs or error report of units/OOBs)
;0=off 1=on
set that to ....
SPCShowIDNos=1
and tell me what unit number that unit with the speed of 8 is

There was a 2xsniper rifle unit once upon a time in the Japanese OOB.
Perhaps the original poster has not correctly patched his game?. Therefore he'll be out an OOB revision (or more).

That unit is no longer in the Japanese OOB. (The one with 2xtype 97 sniper rifles).
Check the info field for your Japanese OOB in Mobhack. I have

In my copy of the released V4.5 file set.
If yours differs, then you obviously have a different OOB for some reason (missed patch most likely, or you manually replaced the issue one with another).

This save is started on two different computers at two different people.
SPWW2 ver.4.5. - march 2011.
Patch were established one behind another from the first up to the last.
I have in it an experience.
Most likely it is what that bug ?
I think to you it was interesting to learn about it.

The ONLY version of winSPWW2 that had that unit ( 67 ) with two sniper rifles was v1.
It was changed to one sniper rifle in version V2 March 2007 and has been that way ever since.
Is this a sceanrio you are playing ???

Well I looked at your save game and this is the strangest thing I've seen in ages. The unit, when checked in the game shows two rifles but the information...which comes directly from the encyclopedia, shows the correct one rifle configuration AND it shows a speed of 7 in V1, it was never 8
When I start my own game and buy that unit it shows the correct single rifle in game and in information

Possibly it was a saved game started way back in the days of V1 and left lying on the disk since then?. OR it was started some time back, with an incorrectly patched game (subsequently patched up).
A new OOB set will not overwrite a saved game's unit data, if the game was started prior to the change.
The Encyclopaedia data will change of course. Same effect happens with edited units in a scenario - the Encyclopaedia can only use the standard data (found in the the OOB file) for the info page.
Now - first post, the OP states that it was human v computer.
Then he changes his story to it being 2 people on two computers.
My guess is that someone in the pair has most likely not patched up correctly. That will most likely be the one that can buy this long-obsoleted unit in a test purchase of a Japanese force. Determine between yourselves if one or both of you can buy the snipers unit with 2xtype 97 sniper rifle slots. Whoever can, needs to reinstall properly.

This save my comrade. It plays one against a computer. I to it have helped to tell here about this problem and have checked up on its computer save.
It plays campaign " China ' 37 " against a computer.
I have now started same campaign and have found out "Snipers" with 2 sniper rifle.
Most likely it is necessary to correct campaign.
Excuse me for my English.
