One of the Fate Shrine's ability...

One of the fate shrine's ability is "decrease the chance of any sabotage activity in this system". Given that the intel game is decided by who has the most points and not a chance thing, how does this ability work?

To hazard a guess, it may affect where an intel operation takes place. If the attacker does not specify a target, it's a random choice, and perhaps the shrines bias the die roll. For targetted operations, I suppose that it could increase the defender's advantage, *shrug*, but I don't remember ever checking this.

that's a good question.

I know the values are from -10 to -30 but what it does exactly I do not know. And I do not know what the context of the value is.

So I have been zero help.

Last time I checked this (about 3 months ago) this ability did not function at all and I never saw a fix in the patches.
