Did you get any alert Messages telling you that somebody was trying something nasty on you? If you did then don't be surprised. The points you put into a counter-intel is used to neutralise enemy attacks point for point.

Yes, points spent in counter-intel will go to cancel points spent by an attacker. If the progress bar is not advancing or is advancing very slowly -- you are putting all of your points into counter-intel? -- then you'd better get building intel facilities. If that AI gets a little bit more intel generation you will start having intel attacks get through.

What I'm not sure about because I've never really had intel used against me (my current game with friends they Banned intel cause I was too good at it ) is will you get a message if intel is used against you and fails?

Yes, as of the latest patch anyway, you get a clear message for each enemy intel project which is defeated.

Counter intel progress
First - Sorry for the repeat topic as I'm sure I read this recently but cant find it.
Why does the progress bar on a counter intel project not seem to advance? I was thinking myabe the bar was just not showing the small amount I had allocated so far but then I remembered I though I heard someone say that it could be because prpjects against you are 'eating' up the points??

Something important to remember about counter-intel; you DON'T want to "finish" the project anyway. If you "finish" the counter-intel project, all those points disappear and no longer provide protection. You are only protected as long as you are spending points on the existing project.
Having said that, it's good to have a couple counter-intel projects _almost_ finished, but no points spent on them. A number of us build up counter-intel projects until they're nearly completed, then add more projects to the queue, reorder so the old counter-intel is at the end of the list, and turn OFF "divide points evenly". Then you have a large amount of counter-intel just waiting to block enemy intel projects.
Hopefully that all made sense. Intel is one of the stranger aspects of this game, IMHO.
