“Environmental Controls” Facility

? About the “Environmental Controls” facility. Once a planet has reached its max level can you remove the “Environmental Controls” facility? Will the planet revert back to its original condition? Or will remain at its maximum level?

The changes made by the Climate Control Facilities are permenant. They will not go away if you remove the CCF.
