RE: Public vs Beta.
This is where the turns will be run. You will still be able to see what's going on even without being a beta tester.
This will affect whether we feel the effect of the TDB bug, and other such things.
Re: Mortality
This is mostly applicable to Generals who will be on the front lines fighting.
If a homeworld gets unexpectedly glassed, some senators could die as well.
It will also make for livelier civilian shipping activity, as ministers, generals and senators physically move around.

good lord, I dont think you will even catch a self respecting Colonel on the front lines fighting, much less a General. They have lots of OTHER people of LOWER ranks to go out and do the dieing for them.
