I think Omnipresent view will add several unique strategic and tactical challenges to a game. I am surprised that no one has actually done it before.
I can foretell several early skirmishes as players strive to claim and hold green habitable worlds before their next door neighbor. Knowing they may not be able to out maneuver their opponent they will have to rely on their ability to make intelligent ship designs. All while debating which home world facilities to scrap in order to build Intel facilities and wishing they had taken advanced storage instead of buying more aggressiveness.
Should be challenging and fun. Now if I can just get some players interested.
