Yes, I wish I had one more planet there I have a different plan - build some towns and enjoy the solar income !

Not knowing the whole picture.
I would agree, you are in need of resources, you barely have more, then you started the game with.
What level of Resources Extractions where you, when you had level 4 Temporal Weapons? Your opponent then, the Hive only had level 2 Organic Weapons…. You may need some infrastructure techs to get the economy jump-started.
If you have any multi star systems, sure Urban Development would be great for the long run, but I believe you need Solar Panels for Rads to trade for minerals, so you can increase your fleet sooner. You are at war, man. Get on a war footing, as fast as you can.
FYI:
It takes a large investment of People, Time, Food, and Energy to Maintain Urban Construction on far away Colonies.

Mixed SAT fields should help you on the Defence, but with out CVs or Fighter Patrols at the warp point the AI will blow thru that.

It is tough to play the game you have now, you have many AI Players for a Centurion Map, and you only have 3 Systems. It looks like the Jraenar and the XiChung have a head start building up the infurstructure on a few Binary or Trinary systems themselves. You will need 3-5 more Systems to compete.
You have a tough an uphill battle, Oleg.
But it appears you have the Research Advantage for now. Also the XiChung and/or Jraenar already have another war as well.

The Hive had Light Cruiser a long while ago (suspect from a Ruin) Therefore, I do not expect the hive to get to Cruisers any time soon.
I new you were in for fight for the game then, but not before I found out you where against the Xi'Chung Hive in the first place.
I was afraid QBrigid was going to spoil your surprise, earlier with her Post.

You have no Neutrals in your game  which is costing you major Trade and Research treaty income.
In addition, they can be a good barrier against the Major AI players in the Middle to late to Late game.

Several months passed since Xi'Chung invasion. Centurian I used the pause in hostilities and managed to build Planetary Space Yard. Now we can build ships closer to the battle line. And repair ships too. There is a crippled destroyer on the orbid. It should take time but we will fix her !

Lazy bastards  I'll court-martial you ! Is it a bug ? NO - my repair crew are PATHETIC (90% aptitude). SY repairs one component per turn - that's 0.9 by scum Pandoran workforce - that is zero, nill, because SE uses integers. Doahh.
