Climate Control is usefull for fixing the "Deadly" planet condition.
This planet (sector) facility does stack with other Climate Control facilties.
Value Improvement also stacks with it's self.
Religous Tech Trait has a Nature Shrine that impoves climate of every planet in a system. It also improves Value of every planet in a system.
The Nature Shrine does not stack with itself.
It is a system ability and stack with the planet ability of the Climate Control Facility.

These facilities (Value Improvement Plants, Atmosphere Converters and Climate Control Facilities) do stack, so you may build a few of these to speed up the process. The Nature Shrine does not stack if memory serves right though, so only one of these would be effective in a given system.
Edit: And Wardad beats me to it. While speaking of the Deadly condition, it can be very long to fix depending on the "number" of the planet. The condition value goes from 0.1 to 1.5, 0.1 being Deadly and 1.5 being Optimal. However, 0.3 would be Deadly as well, and such a planet would be much faster to go up than a planet with a condition value of 0.1. So it is very likely you will see different results after the same amount of turns.

It is good to use these in later games, and use the Atomsphere conVersion plant before you place these on your planets.
Idealy you will want to transplant captured races that breath differant atomspheres to your planets in order to make better use of them.

Actually Atmosphere converters do not stack. You can build more then one, but the way it works is you get the results form teh best avaailable facility. SO if you had one that converts it in 3 years and one that converts it in 2 years on the same planet, theatmosphere will be converted in 2 years.
If you have two faciliites that convert in 2 years it still takes two years.
The value improvment and climate control facs do stack though. The more you have of them the faster conditions (or value) improve.

I have not tested it for all Versions, so I cannot say it's always been false. But I tested it with 1.91 before I posted and what I said is correct as of the newest Version.
EDIT: Well I ran a quick test for 1.49 as well and multiple atmosphere converters did not speed up the process. So I guess we can say that fact was just wrong all along.

I also ran this test, and having 2 or more atmosphere converters did not speed the process up at all - still took 2 years
