Not quite sure what it is that you asking for sorry. Is it to include just the Filler Tech's?
If it is, the races in mod pack have been largely modded to account for the four tech queue problem and therefore would not receive as much benefit from the Filler Techs as the basic (unmodded) files do - I'm also somewhat reluctant to mod files that others have spent so much time on.
(and are therefore more inclined to spend my time having fun modding the Shadows/Army of Darkness!).

If on the other hand you like to start the game with point defence, or with point defence and destroyers at game start (which is my favourite setting), the Components and TechArea files that my KlingRom and ResearchDesign mods include are compatible with the mod pack races and can be used safely.
