He will be, but it will take more than one turn to recruit him. This will also screw up the resources-used display on subsequent turns.

Example:
You hire 8 units costing 16 resources apiece and two units costing 34 resources apiece in a province with 98 resources. After the first turn, you will receive 6 of the 16-R units. After the end of the second turn, you will receive the rest of the units you ordered (196 resources total). This will occur in spite of the fact that at start of the second turn, the resource display is incorrect, showing -2 resources used.
