There have been many instances in the troubles where the British army and/or police have disgraced themselves, but on the whole, people suspected of violence or terrorism in Northern Ireland can expect their human rights to be respected throughout their trial and (if found guilty) punishment.
Whether or not abuses of human rights are institutionalised in those British authorities dealing with the troubles is a question I'm not equipped to answer (and I doubt anyone here is) but I'd like to believe that they are not. In any case, those abuses certainly aren't been legislated into the institution - or at least they weren't until Blair passed his 'UK mini-Patriot Act' earlier this year.
