A quick search on various sources showed no difference between the US and German versions, the German Pattons being merely the US ones given away when the M-48 came into service.

Basic RF is of the optical coincidence type (stereoscopic, M12). I don't precisely know the RF value range, but 22 is laser RF, so 18 seems quite high.
