Q,
Have observed it in several games I have played. In my current game at turn 61, the Borg have 81 ships (71 warships), of which 32 are in 4 fleets (11,9,7,5)...
The current fleet setting is 90% so they should have 63 ships in fleets but are only half way...
I stop every ten turns to check my races and none of them have got anywhere close to 90%...
