Ship crews gain experience by destroying enemy ships in combat, by standard Ship Training facilities, or by Psychic Ship Training facilities.
Ship experience is non-transferable. A ship can be retrofitted to another design while maintianing experience, however.
Fleet experience is technically transferable, if ships are rotated out so that the fleet is always in existance (ie, remove all but one ship, put in new ships, remove remaining ship). AFAIK, fleet experience is gained through teamwork in combat. If multiple ships contribute to a kill, then fleet experience increases a little. Can also be gained through standard/Psychic Fleet Training facilities.
