I've finaly realised my mistake. I always wait to the highest wanted level of a tech to be researched before starting producing war ships to defend and to destroy. Once i do, the enemy would always have 2 times more than i do.

I used to be diseased with a virus called "retrofit craze" or something. Bascially don't wait to build ships until you've got the highest tech. realize you will have old and outdated ships next to your new wonders. Retrofit slowly not all at once.

That brings up another point: don't retrofit the entire fleet at once.

If you've got a LOT of resource storage and repair yards.. you can get away with it. Otherwise, pain!
(especially don't retrofit the entire fleet at once the turn before an enemy attack..)
