Yes, I've got thoose violations messages. Mostly they come in the first 10 turns after started a new game. And got after generating several galaxies at game startup too.

I made with some AIs a Share Combat Report teatry. When I tried to replay the battle I got a "Cannot replay this combat" message.
I'm not sure if it's a bug.

It happens me only with neutral empires. Non-neutrals seems react normally, including they are proposing teatries as well.

However I experienced they might stuck with exploration, which blocks...

In research/intel window make available to hold the mouse button on "%" bars when setting values. Yea I know about shift thingy (from this forum, not from the game itself...), but it's not adequate.

Rexxx your idea helped me a lot, but not the way you tought. I had to add both Torpedos, and Graviton Hellbores to ALL designs in the SAME order. Probably this is because the AI force to use always...
