If you right click on your commanders/Pretender to give them an order, you'll see that one of the choices is "Empower". This lets you "level" up in magic. It can cost alot of gems though.

There was also a series of small, multiplayer games (JTBlitz series)where the winners posted some AARs on usenet. This was the original Dominions as well, but some of the same principles might still...
