I applied the "Windows" fix. Shut everything down, rebooted, and started over. Surprise, now it works.

Downloaded the mods and winrar. Extracted the file, and it created a "Starfire Mod" folder. Cut and pasted the folder into my SEIVG folder. (I am using Vi,91). Launched the "SEIV Launcher"...

Go into the vehicle file and design a base type with -100 Attack Bonus and Defense Bonus but -150% maintenance. Worthless in combat, but free money every turn.

Were you playing a stock game (V1.91) or a mod (V1.91)? Some of the mods have a default "Maximum Mines" setting higher than 100.
