The gas giant "head start" is a bit unfair to the computer ... even with the opening homeworld, the player can lead in population (and all of its production bonuses) over all rock/ice cpu-controlled...

Potential issue:

Playing "Ancient" Quadrant style with finite resources, I get two behaviors:

(1) If the map is generated before the game is started, all planets receive 1kT values in minerals,...
