I agree with you 110%. That is really my only gripe with SE4 (but a major one). The MECHANICS of the game are VERY good, but the AI/Diplomacy/Role-play atmosphere is sorely lacking IMO....

I did some experimenting and there is definately a 'diplomatic penalty' associated with responding with a refusal. There does NOT appear to be any penalty for just not responding at all.

Yes, saved races are definately bunked. I loaded my saved race and it seemed to have a permanent 'Maintenance Bonus'. Even loading the race and then scrubbing all the racial traits etc didnt remove...

Its not a bug, its a change. The 'cost' for adjusting Maintenance cost was increased. The 'History.txt' file lists all of the changes that were made. Take a look at it for more of the details.

What Version were you playing with? In the release (1.02) the AI could sometimes be dealt a 'Small' homeworld which is absolutely crippling, especially if you were on a Gas Giant and close to them.
