One item that helps Vista SE5 performance is disabling "Smooth Edges of Screen Fonts", which can usually be found under the appearance tab (in effects) of the Display Properties dialog.

The planet types are actually quite balanced. The Gas Giants appear larger but that's just a graphics thing, they are created in the same ratios as rock and ice planets

The main loyalty settings are in settings.txt and you can also alter loyalty via the Planet Population Loyalty ability. This can be used in any of the government or society files or on facilities.

Some players have reported an issue in v1.71 with the combat simulator along these lines. It should be corrected for the next patch. Not sure how it cropped up as it there wasn't any issues prior...

If you save your test game setup (map included) then you just need to add your empire file and hit begin game. That's about as fast as it will get.
