1) Not sure, haven't fiddled with that yet. Mephisto or Tampa_Gamer can probably tell you.
2) Don't think so. I think the AI is hardcoded how to use certain designtypes so that's probably a no go.

You can't. MM has been told we want to. If you want to get rid of cargo either jettison it or transport to a planet that has cargo space to spare.

Sounds like you have to beef up the planets defenses so it can deal with that Eee fleet on it's own if necessary. Fighters, WP's, bases, sats, whatever it takes.
