Fleet in system raises happines, fleet in same sector as planet even more. Research applied political science to get facilities that help raise happines. Also check happines.txt in the data folder...

I've seen a crippled AI Cruiser (minefield in it's rear areas) sit unrepaired for 2 years before I came along and killed it. The same AI player lost at least 50 ships to my minefields in it's rear...

If I had a troop transport full of troops I would invade the planet at once. As I don't have that I just want to kill any and all defenders but not the population so I can invade it later.

Has anyone seen anything to indicate that the AI retrofits it's ships? I have seen it scrap older/smaller ships, but no signs of retrofit. It's not uncommon for me to run into rather large AI fleets...

I would say the AI should get more upset if a treaty is ignored then if it's rejected. I would be anyway. And it shouldn't be too upset if it is rejected. After all it's no big deal really.
