The longbow was nerfed in resources. That's why the samurai archers were indirectly nerfed. Also the standard samurais are worse than the samurai archers.

If you find it balanced in the first place, then don't use a balance mod. =) However, a lot of people don't find it balanced so opt for the alternative.

It used to be a lot cheaper (in fact I think it was exactly what you suggested) and also started with dom 4 which made it pointless to take any other bless chassis.
